Where running over a dog is wrong, but perfectly ok if it is a cat

In the UK you are legally required to stop if you run over a dog, but not a cat.

Doesn't the UK say everybody and everyone has legal rights, and they put a cat below a dog?

I live in the UK,how come I've never heard of that law around here?

I live  ...

I also live in the UK and until recently I had not come across the law either. I would have thought cats and dogs shared the same rights too, but apparently in some things they don't, such as road safety.
