NOT ABLE TO UPLOAD FILE TODAY : SIZE ONLY 11MB

YESTERDAY TOO COULD NOT UPLOAD A FILE OF 2 MB : TRIED REPEATEDLY.
TODAY I COULD UPLOAD IT IN THE MORNING, BUT FOR ANOTHER FILE SAME PROBLEM COMES.

The issue is caused by some mischievous users ...I'm looking for a permanent fix. It will be fixed ASAP.
