Anyone knows how to access books synced on iCloud on my iPad. Unfortunately I don’t have a Mac

Follow the following steps if you are using iBooks

Open iBooks.
Scroll to find the item that you want to download.
Tap the Download icon in the upper-right corner of the item that you want to download.
The item downloads to your library.

cant you just open icloud on your PC and use "send to" to send it to any folder on your PC?
