A lot of these signs in India are forced by the need to cater to the tourists by the folks who own/paint these sign boards. Pity, all it needed was to have it checked by a local English teacher.

Sure they do now but it was uncommon in India for women to go to beach in bikinis and the like before

I also think that this is because of poor English education amongst the people, because of which they are unable to express their intentions well.
