I think the real issue lies in how women are viewed. The sad reality is that a lot of people in india or people of indian origin believe that women should be in the home and serve their husbands and families. They are something that should not have equal rights and are open for exploitation if they are out past 9 pm.
Until the general attitude regarding woman is changed nothing will change in India, or anywhere else in the world.
Mahatmaji wanted the country to be safe for a woman bedecked in jewellery to walk about at night without being molested. If that is the goal we are nowhere near it. But to claim that India is very unsafe for women is to go too far.it would seem to be a sweeping generalisation based on a small sample surveyed.
Safety for women in a big nation like India cannot be generalized like this. Even the conceptions of people vary from place to place. But then, the rising cases of horrifying accounts of rapes and cases of domestic violence in the country cannot be ignored for sure.
First of all I believe the Survey sounds sham and bogus. It appears a gimmick as Elections are approaching near and we all know how the English Media feels about Modi. So as far as the Survey is concerned I don't believe a word of it. But at the same time I do believe that as a Society we need to do better to make it better for women. Burden lies with us to make it happen as a Citizen of India.

Very correct. It depends on our mentality. Unless and untill we educate ourselves, this trend will increase further. Sometimes one feels that British Raj was better than current Indian Scenario.
