Help needed to Retrieve the pics from external HDD

If the HDD is not detected /mounted, there are three reasons.
1. Maybe cable fault. I faced it and I changed the cable, HDD works fine.
2. Head falt but disk not corrupted. In this case, as you said, professionals will change the head and try to recover the files. I don't know why they are charging that much.
3. Disks damaged. Just forget.
