its for the basic reason that rain water can be held back for later usage that the dams are/were built.
but poor maintainance resulting in silting up of the dams has drastically reduced the water holding capacity of the dams.
so even a 3 day heavy rainfall and dams have to be opened up.......
same thing happens every year in bihar and jharkhand

Latest news is that flood in kerala, india succumbed more than 400 people to death, approximately around 500 families have lost their habitant, the overall loss of whole kerala state is over 20k crore, out of 37 dams 35 have been realising excess of water..have opened dam gaya, almost 60% of ketaki an districts are under flood.

It's disheartening to see this government not declaring Kerala flood as a national disaster. I mean how many more deaths do you need to "fit the qualification"?
