You can take some legal actions. But it all depends on you. If you have a good relation with your neighbour then talk with them about the issues you are facing bacuse of loud music.

offcourse, when you lodge a GD in police station, just tell them its anonymous.....they are not supposed to use your name

Or...there's the noise-cancelling methodology:
- attach microphone with amp to wall adjoining loud neighbor
- attach speakers (preferably sub-woofer) to same wall
- neighbor's noise in your direction will be attenuated via waveform cancelling
- neighbor's noise in their direction will be out-of-phase, ruining their experience.
