REGARDING Acceptance of FRIEND REQUEST

Whenever I receive a Friend request or greetings I am unable to accept the said request.When I click I get this message " Sorry, you do not have permission to send greeting, Click here for view permissions."
Well, If I don't accept it would present me as a snobbish guy in the eyes of the sender. Can anyone help me please?

The second help I requst is that  

(1). the maximum permitted size for uploading any file for my user group is set at "LESS THAN 24 MB" but in actual the system does not accept even a file  of size 20 MB .

2. I regularly upload magazines (I think I am the only one who is consistent in posting magazines). For some issues of the magazines the file size are large. Hence I am unable to post those issues even though those issues are extreamely good from regular reader's point of view.
I read somewhere, as a reply to a user that administrators do  increase the permitted size temporarily to a limited period i.e. till the job is executed. But in my case, as the  uploading of magazines are consistant & regular asking permission frequently is not feasible.

Help in any form is appreciated.

Sorry for the inconvenience. Now you can send Greetings and accept friend requests.

Also uploading limit for your user group increased to 35 MB. Now you can upload larger files.

Please check it and reply here if everything is fine.
