Water harvesting should be made compulsory.

Govt should amend the real estate laws & add the following clauses:

It's mondatory for the houses & socities to have
-Solar energy production facility
-Water harvesting facility
-Rooftop/balcony gardening
-Bio Waste management system
-Algae gardening on the outside wall

These may sound expensive. But that can be easily lowered by reduction of various taxes or completely eliminating taxes for the houses having all facilities.

In long run we are going to need them anyway. Then why not start now?
