Tejas is the First Step for India to become Self Reliant in Defence/Offence Technologies??

While it is a progressive step, self-reliant is still a long way. Once Tejas is built, India has to make it capable enough to carry and execute latest technology/missiles and offense/defense systems.
A fighter plane is complete only when it has capability to apply and execute all the important offense and defense systems.
