Poll really lacks the definition of 'powerful':
- Sheer number of followers? Modi.
- Financial and economic influence? Trump.
- Physique and health? Putin.
- Military? Why is Xi Jinping not on list?
And doesn't this national leader hold a lot of 'power' over many of us ;)

And does the individual define 'power' or their entire country and its undefined factors?

Power comes with public trust, faith & love. Just see the number of people selected or say elected Mode. Besides his influence level in world forum.
