▼  At least 10 people have been killed and many remain trapped after a four-storey building collapsed in the Indian city of Mumbai, officials say.
The cause of the collapse in the Dongri area of southern Mumbai is not clear.
Reports say the building was up to 100 years old. Recent monsoon flooding may also have been a factor.
It's estimated disasters such as this kill about 2,000 people a year in India. Poor construction standards and dilapidated buildings are often blamed.
Rescue teams from the fire department and the national disaster response force are looking for those who remain trapped by the debris.
Some 15 families are believed to have been living in the building, police said. Ten people have been declared dead, including three children. Eight others have been admitted to hospital.
Local news reports showed images of people forming a human chain to remove debris with their bare hands.
"We heard a loud noise. Everybody shouted, 'building is falling, building is falling'. I ran. It felt like a big earthquake," a witness to the collapse told the NDTV news channel.
Prime Minister Narendra Modi has offered his condolences to the families of the dead.
Dozens of buildings have collapsed in Mumbai and other parts of India in recent years, often during the monsoon season between June and September.

The roads leading to Tandel street, where the Kesarbai building stood, are buzzing with sirens from ambulances and fire trucks.
Police have barricaded much of the way, allowing only rescuers and hospital staff to pass through. It's a crowded neighbourhood that is full of tiny lanes. Tandel street itself is so narrow that only one person can walk through it comfortably at a time.
So, locals have formed a human chain that stretches through the narrow lane and into the wider main street to pass through any materials necessary for the rescue. Ambulances and fire trucks have been forced to park some distance away as the lane is too narrow for them to enter. The monsoon rains, which have brought Mumbai to a standstill in recent weeks, have fortunately let up.
Cries of fear and concerned voices can be heard all around as people await news of their friends or relatives. Local residents are watching the rescue from their balconies; they appear both worried about their neighbours and scared for themselves.
In August 2017, three different buildings collapsed in Mumbai.
The city witnessed one of its worst accidents in 2013 when a building still under construction collapsed in the Thane neighbourhood, killing more than 70 people.

This all happens because of corruption and bending of the rules. Most of the buildings that are constructed in the last 35 to 40 years are already over their lifespan. the government should stop development in vacant plots and promote re-construction and also ensure the timely delivery of homes to buyers.

But the sad case remains the buyer who pays the hefty sum including the loads of taxes is treated like shit.

A Builder purchases 1000 sqm land in Goa for 1.5 cr.

Economics of Government :

Land purchase + Stamp duty + Registration + is 8 % = 8,00,000/-

Construction cost for 1000sqm SBA is 1300 × 20,000 = 2.6 cr

Sanctioned plan :

Cost for Architect plan @3% ( 7.8 lac) + RCC @2% (5.2 lac) of construction cost + infrastructure tax @200sqm (2.6 lac) + overheads which is =

Land cost 1.5 cr
Stamp paper 8 lac
Plan 7.8 lac
RCC 5.2 lac
Tax 2.6 lac
Mis 5 lac

Total = 1.8 cr

Builder has 13 apartments each 100sqm

Each costing 45 lacs

Flat Purchaser pays 45 lac + GST + Stamp Duty + Registration

GST 5.6 lac
SD 1.35 lac
Reg 90 thousand

Builder pays 1% VAT on 45 lac

Total 8.3 lac

Per apartment sale government makes 8.3 lacs

13 apartments × 8.3 lacs = 1.8 cr

Builder had already paid ₹ 45 lac
Income tax for land purchase amount of 1.5 Cr.

Wait,

Land owner who sold land to builder paid approx 10 lac for capital gain to Government.

All in this process after construction work was completed Builder earned profit

Sale of 13 apartments

13 × 45 lac = 5.85 crs

Cost of construction
1300 × 20000 = 2.6 cr
Land cost
Architect RCC etc = 1.8 cr

Total. = 4.4
Revenue = 5.85

Profit = 1.45 cr

After tax 1.45 cr - 30% = 1 cr

Final economics:

Builder earned 1 cr after working for 3 years selling off all his 13 units.

Government earned

From vendor 10 lac
From 13 unit sale by adding GST, VAT, Stamp Duty, Registeration 1.8cr
From builder as IT 48 lacs

Total 10 lac + 1.8 cr + 48 lacs

Government earns 2.38 cr on zero investment

In the minds of public builders are looting People.

This is economics of current situation

Wait..........

Height of all,

Profession tax , fringe benefit tax of staff , free gifts to Govt officials... I am already tired of calculations.

Just remember Govt is your partner holding more than 75% shares without any investment.

This the ground reality of our tax structure .

Really Sad and heartbreaking news. May God give their families the strength to bear the loss and souls of deceased remain at peace.
As per the article/reports, it was 100 year old building. Such an old building is a great risk to lives of people who are staying there.
Timely corrective actions should have been taken for maintenance of this building.
Once again my prayers are with those families.

Mumbai is located on the rim of a huge underwater meteor crater called the Shiva Crater. The rim extends till Saurashtra in Gujarat. Movements in the Arabian sea can cause motion of the structure of the rim and all construction here is subject to risk. India is a land where a crook minister was minting money from shell companies, robbing farmers of their land while making dams (which incidentally he never returned to the farmer) etc. Such a person who was accused of these crimes is appointed as an Infrastructure min. His nature is to spend public money  so that he gets kickbacks from contractors.  IL&FS is a company that tanked and it was a company that provided funds to his dreams. He claims to be the brain behind Tolls. Such a person will spend more on new projects instead of maintaining old ones and that includes old buildings. Hare brained ideas like an underground metro in Mumbai which floods every year ,  an airport on utterly marshy floodable land in Navi Mumbai , structured killing of a perfectly good public service like BEST buses so that people will take the expensive metro, reclaiming of land to benefit builders and earn kickbacks and setting up a cable car service in Mumbai (for no reason whatsoever except to earn kickbacks) are some of his schemes.  What has come to light in this building collapse case is that Ministers , builders  Municipality and Trust have literally murdered the people. Someone wants this place rebuilt and had flagged it as a dilapidated and dangerous structure. Of the residents some that wanted to vacate were given alternatives in a transit camp and they went there to find that these places were not available as someone else was allocated the same. The other place is in Mahul which is a bed of poison and where people are dying before their time due to toxic fumes from a nearby refinery and Tuberculosis . The Mahul set up was made in utter violation of norms of construction near refineries. No one should be moved to Mahul as it amounts to murder. These affected people went back to report to the others in the building and the rest refused to vacate the only roof over their heads till they had an alternative. They all have been running around for a soln for more than a year and then the tragedy happened. I dont put it past a needy greedy set of people (minister, builder, official, trustee) who may have designed and caused the crash.

Govt is at fault here for sure but I would put more blame on the building inhabitants. They know more than others that the building is far from being safe but continue to live there ignoring govt’s pleas to relocate elsewhere. Very sorry to see so many precious lives being wasted because of sheer greed.
