why people are not allowed to download?

i have become junior member still i cant download attachments. what is this. i posted request to allow i was fulfilling all requirements, still the thread was closed and i didnt get access. newbie member cant download, cant comment then how can he earn points. somehow he keep online for many hours daily  and manage to get points become junior member then also no access the what is the use of this. now i understand why this form is less popular and have less members than uc had. reading content is also not so good and very less. why would someone waste time if he cant download and cant share.
