This apparently easy question took quite a number of Google searches. Anyways, here are the results of my investigation : Indian Embassy opened in Kathmandu in December, 1947. Shri Surjit Singh Majithia was the first Ambassador of India to Nepal from 1947 to 1949. India and Myanmar signed the Treaty of Friendship on 7th July, 1951. Dr. MA Rauf was the first Ambassador of India to Myanmar. The High Commission is located in the Diplomatic Enclave of Islamabad, the capital of the Islamic Republic of Pakistan since the 1960s. The High Commission was earlier located in Karachi, which was the capital of Pakistan after the country’s independence in 1947. So, technically Pakistan is the country where the Indian Consulate was first built up, except it wasn’t “Pakistan” yet (before 1947). Hence my vote goes to NEPAL
