I have been through this same ordeal before however, fortunately I could fix it.
I had tried numerous recovery tools on Windows, mouting the drive on linux etc however, nothing worked.
I even enquired with professional data recovery experts, they were charging the mountain and that too, recovery assurance was only 50%.
Since, I had nothing else to lose from a dead WD ext HDD, as a last resort I dismantled the HDD on my own, cleaned the part using Isopropyl alcohol wipes, reattached the HDD, Voila, it started working again. That was I think 3 years before and the HDD is functional even today! Luckky me 
If you would like to take a chance and take a risk then only go for dismanting the HDD. You can view numerous vidoes on youtube on how to dismantle and clean external HDDs.
